Position Summary

The Town of Milton’s Corporate Services Department is currently accepting applications for the full-time position of Purchasing Analyst. Reporting to the Supervisor, Purchasing & Supply Chain Management, this position plays a key role in facilitating the procurement and contract administration for the operating goods and services requirements. This position works closely with the end users, Project Managers and suppliers to deliver best value for quality goods and services.

Major Job Responsibilities

Advises and facilitates the procurement of a variety of goods and services to achieve best value in a timely and cost effective manner

  • Develops and coordinates the preparation of formal bids and proposal documents in cooperation with Town departments for the procurement of goods and services in accordance to the procurement by-law
  • Facilitates and leads the bidding process from issuance to award
  • Analyzes bid results to ensure compliance with the form of tender and other requirements as well as review of budget impact
  • Ensures recommendations for award adhere to the procurement by-law
  • Prepares award reports – Purchasing Delegated Authority Reports for Council and provides briefings to management as needed
  • Prepares and issues purchase order contracts, blanket contracts and contract changes
  • Analyses quarterly/annual spend reports and recommends new bids for adherence to the procurement by-law
  • Liaises with external legal counsel on contractual issues and legal proceedings as needed
  • Facilitates supplier performance management program.

Manages an assigned number of repetitive contracts to ensure continuation of service

  • Schedules and prepares formal negotiation strategy, leads and facilitates negotiations and prepares negotiated documentation
  • Reviews contract change requests from end users and prepares appropriate approval report, if required, and processes blanket contract revisions/change orders
  • Ensures appropriate contractor/supplier insurance and Workplace Safety and Insurance Board documentation is in place for duration of goods and services contracts, where applicable
  • Facilitates performance issues/concerns in accordance with the contract dispute resolution process
  • Analyzes market prices and collaborates with end users to assist with budget preparation of price and quantity schedules

Responsible for all formal inventory and associated repetitive contracts

  • Leads and facilitates the physical count process and documentation management
  • Reviews and performs inventory set up including min/max inventory levels, asset disposal and write offs
  • Monitors and evaluates inventory levels

Agency Lead in the coordination of cooperative procurement contracts

  • Represents the Town of Milton with the Halton Cooperative Purchasing Group  Buyer meetings and coordinates the requirements needed for cooperative procurement contracts

Responsible for the Town’s Purchasing Card Program

  • Developing, implementing and reporting program goals
  • Managing compliance for the program
  • Training and education coordination for both internal users and external partners

Education and Experience

  • Post-secondary degree/diploma in Business/Supply Chain Management or equivalent
  • Three (3) years experience in procurement, sourcing, inventory and contract/supplier management
  • Experience in the public sector / familiarity with cooperative purchasing initiatives is preferred
  • SCMP or CPPB designation, or working towards one
  • Working knowledge of procurement, contract and case law
  • Excellent communication, negotiating and dispute resolution skills
  • Strong organizational and analytical skills
  • Proficient in Windows based software including Microsoft applications
  • Knowledge of Trade Agreements, Provincial Legislation impacting municipal purchasing and emerging trends in procurement and contract management is preferred

Salary Range: $73,476 - $91,845
