Position Summary

The Planning & Development Department Building Division is accepting applications to fill one (1) regular full-time Manager, Plans & Permits. Reporting to the Director, Building Services & Chief Building Official, this position is accountable for building related programs including Building Code administration and permit processing.  Responsibilities include reviewing, interpreting and maintaining the Town of Milton Building By-law, sections of the Corporate Fees By-law and other municipal By-laws for which the Building Division plays an administrative or enforcement role. This position provides leadership and guidance to staff and interprets the Building Code Act and the Ontario Building Code for staff and internal and external customers.

 

Major Job Responsibilities

  • Provides guidance, supervises, evaluates and oversees the activities of the Plans Examiners and Permit Administrators
    • Monitor permit issuances time frames within the mandated requirements of the OBC, identify areas that do not comply, implement corrective measures and report to the Chief Building Official
    • Periodic audit of permit issued plans examination to ensure consistency and adherence to expected level of review
    • Research and consult with external and internal agencies regarding new policy development, and conflict resolution relating to Building permit applications
    • Monitor and maintain the electronic plans examination and permit processing standards (BlueBeam)
    • Develop continuing education strategies and provide the tools to ensure team members remain current to the technical changes of the applicable codes and standards
  • Provides interpretation and guidance with code related issues for internal and external clients
    • Work closely with the Manager, Building Inspections to ensure a seamless transition between plans examination and field inspections
    • Respond to requests for information related to Building Permits from Councillors, staff, developers and general public
    • Review, interpret and administer the Building By-law, sections of the Corporate Fees By-law, the Zoning By-law, the Swimming Pool Enclosure By-law, etc.
    • Provide or assign plans examination staff to comment to Planning staff and applicants regarding development applications 
    • Attend or assign staff to attend pre-consultation meetings
  • Develop, update, review and implement permit activity reports, policies, standard of practices/procedures, processes, and resource requirements to better serve internal and external customers as well as assist in the preparation of the annual budget review process for this section
  • Function as the Acting Chief Building Official in the absence of the CBO as designated by By-law
  • Comply with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health & Safety Act
  • Perform other duties as assigned in accordance with Department objectives

 

Education and Experience

  • Post-secondary advanced diploma/degree in Architectural or Engineering Technology discipline
  • Minimum five (5) years related municipal experience with two (2) years of supervisory experience
  • Fully qualified with the Ministry of Municipal Affairs and Housing; BCIN required
  • Certified Building Code Official (CBCO) with the Ontario Building Code Officials Association
  • Comprehensive knowledge of the Building Code Act, the Ontario Building Code and applicable laws and reference documents; ability to interpret Acts, Regulations and By-laws, Zoning By-laws and By-laws passed under the Municipal Act pertaining to Buildings
  • Ability to read and interpret architectural, structural, and mechanical drawings, specifications and reports
  • Working knowledge of various Planning processes such as Site Plan Approval, Re-zoning, committee of adjustment (variance, part lot control, land severance), Heritage, etc.
  • Effective project management, organizational and time management skills
  • Strong mediation/negotiation and conflict resolution skills
  • Experience with electronic plans review and proficient in BlueBeam system
  • Technical skills/knowledge of ArcView GIS, AutoCAD and other design software applications is an asset
  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to submit a Criminal Records Check with Vulnerable Sector Screening upon employment
  • A valid Ontario Driver’s License with a driving record that demonstrates responsible/safe driving behavior as use of a personal vehicle is required

 

Salary Range: $97,152 - $121,440
