Position Summary

Reporting to the Director, Human Resources /CHRO, the Occupational Health, Safety and Wellness Manager provides Town-wide leadership, direction (in collaboration with the Director), and operational management to ensure effective implementation, monitoring, and maintenance of Milton’s OHS management system and its continuous enhancement. The incumbent has accountability for occupational health, safety and wellness and leads development and maintenance of policies and programs to ensure compliance with legislative, regulatory and contract terms. The incumbent delivers OHS education and training; and monitors for compliance through regular inspection and auditing and develops and maintains the Town’s employee health and wellness program.

 

Job Responsibilities

  • Ensures effective implementation, monitoring, and maintenance of Town of Milton’s OHS management system

  • Develops, implements, tracks and measures all Corporate Occupational Health and Safety programs to meet Corporate objectives

  • Develops, implements and maintains OHS policies and procedures, programs and systems consistent with and in support of the corporate strategy and culture

  • Oversees and makes recommendations with regard to all elements of the corporate health, safety and wellness programs

  • Monitors changing priorities, trends and emerging issues

  • Provides recommendations on addressing issues and continuous improvement initiatives

  • Leads and promotes effective communication and dissemination of relevant health and safety information;

  • Ensures that the Town is in compliance with all relevant legislation and Employment Standards and related Town policies

  • Designs and delivers corporate and customized training in areas including OHS, Workplace Violence

  • Provides direction, guidance and supports to leaders, managers and employees in the execution of their safety obligations under the OHS Act and in building and maintaining a culture of safety

  • Works with managers to conduct job hazard analysis and identification of safety sensitive positions

  • Provides recommendations regarding continuous improvement and the handling of health and safety issues within departments/divisions

  • Works collaboratively with Joint Occupational Health and Safety Committees to assist in developing their skills for effectiveness in their OHS duties

  • Works collaboratively with Human Resources Business Partners to investigate, analyze and assess issues and incidents, and making recommendations to managers and department heads in determining outcomes and courses of action

  • Ensures effective implementation, monitoring, and maintenance of Town’s Employee Wellness program

  • Develops, implements and maintains Wellness policies and procedures, programs and systems consistent with and in support of the corporate strategy and culture

  • Manages Town’s relationship with EFAP provider ensuring value for employees is maintained and making available employee driven benefits based on relevant EFAP and other available Town data

  • Analyzes relevant data to develop initiatives and programs in relation to WSIB program

  • Leads and promotes effective communication and dissemination of employee wellness information

  • Collaborates with members of the HR team to develop and maintain robust Workplace Accommodation and Early and Safe Return to Work programs

  • Other duties as assigned

 

Qualifications

  • 3-year diploma/degree and post graduate diploma in Human Resources, Engineering or Science; 4-year Bachelor degree in Occupational Health & Safety preferred

  • Five years of progressive experience in the field of Occupational Health and Safety

  • Experience in Health and Wellness program development and delivery preferred

  • Canadian Registered Safety Professional (CRSP) Certification or working towards

  • Registered Kinesiologist (R. Kin) or Canadian Certified Professional Ergonomist (CCPE) Certification preferred

  • Sound knowledge of relevant OHS and employment legislation and technical standards

  • Strong project management skills

  • Exceptional investigative skills

  • Effective problem solving, collaboration, conflict resolution and facilitation skills

  • Excellent verbal and written communication skills

 

Salary Range: $89,659  - $112,073
