The Town of Milton’s Corporate Services Department is accepting applications for the permanent, full-time position of Supervisor, Purchasing & Supply Chain Management. Reporting to the Manager, Purchasing and Risk Services, this position is responsible for the Town’s Operating and Capital Programs in regard to supply chain activities, including but not limited to: purchasing, inventory, IT systems, contract management, supplier performance programs, dispute resolution, while ensuring compliance to the by-law, legislation and regulations, while maximizing the value and minimizing risks.
Major Job Responsibilities
Provides oversight to the staff responsible for implementing the Town’s centralized purchasing function in all aspects of the procurement/contract process
- Provides guidance and leadership to the purchasing staff and the Corporation on acquisitions exceeding $25,000.
- Procurement team support extends throughout the term of the assignment including the initial budget preparation, scheduling, terms of reference/specification development, determination of the best of process , development of bid packages, bid process (scheduling, team selections, scoring methodology, etc.) , awards, contract execution, contract management (i.e. change orders, disputes, payments, performance management, etc.) and project close outs.
- Ensures the ongoing review of department/corporate requirements to identify cooperative initiatives with other agencies for cost efficiencies
- Fosters internal/external partnerships including those with provincial and municipal governments to optimize quality, service and costs
Provides direct expertise and leads procurement activities related to complex, sensitive and/or demanding assignments
- Act as the facilitator to departments, consultants & suppliers in regards: to supplier performance, contract dispute resolution, including liaising with legal Council, as required.
- Involved in contractual aspects of the contract phase of the projects including (but not limited to): change orders, Council reporting for out of scope additions, contract extensions, claims, and dispute resolution.
- Develops negotiation strategies and leads the negotiations for any amendments (change orders, extensions, terminations, disputes, new/additional scope, etc.)
- Facilitates the development and execution of agreements with departments, suppliers/ third parties and/or legal council
Ensures the effective implementation of procurement activities within the organization based on legislative & by-law requirements, leading industry practices and utilization of technologies and processes
- Liaise with the other government agencies including the Halton Cooperative Purchasing Group and other public agencies for co-operative purchasing opportunities.
- Facilitates partnerships with the departments to determine processes to achieve corporate “best value” over the total life cycle of the goods and services/ revenue, capital and construction contracts.
- Identifies and pursues opportunities to integrate or coordinate activities with similar activities of other Sections, Divisions, Branches, Departments and external agencies
Subject Matter Expert supporting the implementation and leading the operation of various supply chain activities (i.e.: purchasing, inventory, deliveries and contract management technologies)
- Plans and co-ordinates technology strategies for procurement, inventory and contract management
- Coordination and oversight on training program including: purchasing/inventory/sub-contracts modules in the corporate financial system.
- Provides ideas, direction and inputs on the development and processes managed within supply chain related software
Identifies opportunities for process improvements
Manages talent and financial resources to ensure they are being used effectively, including:
- Recruits, selects, supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning, and encouraging innovation in others
- Assisting in the preparation and monitoring of budgets for the team and related programs.
- Management of direct reports by assigning work, setting schedules, and identifying appropriate individual goals aligned with individual capabilities, work requirements and the Town’s vision and strategic plans.
Post secondary degree/diploma in degree in Business, Supply Chain Management and/or Finance.
- One (1) year experience at a management or supervisory level, with a focus on customer service.
- National Institute of Government Purchasing, Certified Public Purchasing Officer designation
- Supply Chain Management Professional designation preferred
- Superior communication, negotiation and conflict resolution/dispute resolution skills for the management relationships with senior staff, project managers, suppliers, contractors and legal Counsel.
- Five (5) years experience in procurement/supply chain management, with a focus on all aspects of complex construction projects, with a minimum of three (3) years experience in a municipal environment
- Advanced analytical & problem solving skills
- Ability to maintain a high level of confidentiality
- Knowledge of the law in areas such as contracts, construction and dispute resolution (i.e. adjudication, arbitration, mediation)
- Knowledge of Trade Agreements, Provincial Legislation (i.e. Bill 142 Construction Act, Bill 57, Bills 148, etc.) impacting municipal purchasing
Salary Range: $89,659 - $112,073
