Position Summary

Reporting to the Senior Manager, Strategic Communications, the Senor Advisor, Public Relations is responsible for the development and execution of public relations strategies that advance the Town of Milton’s brand as “a place of possibility”.  This role has a focus on executive and advocacy communications, involving topics such as economic development, government relations, strategic initiatives, planning and development, internal communications, and change management.  This position requires strong political acumen, exceptional written communications skills, and expertise in strategic communications planning, media relations, digital strategy and issues management. This role also requires the ability to provide strategic advice and counsel to staff and management across the corporation.

Major Job Responsibilities

Strategy Development

  • Develops strategies for the overall public affairs and reputation management for the Town of Milton
  • Responsible for the delivery of communications strategies related to advancing the Town’s economic development strategy and alignment with the corporate narrative as a “place of possibility”
  • Works directly with the Senior Manager to develop media and public relations strategies
  • Acts as the corporate centre of expertise for media and public relations opportunities, and provides information, tools and advice to Communications Advisors for major departmental communications initiatives

Public Affairs

  • Develops and maintains relationships with identified strategic partners including: various government officials, key community and regional agencies and key program and institutional partners
  • Works with key stakeholders to determine initiatives to advance Milton’s narrative as a “place of possibility”
  • Proactively manages the Town’s reputation through identifying issues and solutions to the Senior Manager
  • Supports the Senior Manager by providing counsel to senior leaders on issues management

Media Relations

  • Develops and maintains strong relationships with journalists, bloggers and influencers with audiences that align with the Town of Milton’s objectives
  • Maintains an inventory of emerging opportunities through research on editorial calendars and past coverage of target publications
  • Proactively pitches stories that align with the interests of target publications and advance corporate objectives among the Town’s core audiences
  • Performs media training and preparation for spokespeople
  • Coordinates responses to incoming media inquiries and maintains a log of all responses

Digital Media

  • Oversees content creation and interaction through the Town’s centralized social media channels and provides direction to increase engagement and growth
  • Oversees coordination of responses to incoming inquiries through centralized social media channels
  • Recommends new digital media formats according to the Town’s priorities, audiences, communications trends and leading practices
  • Oversees coordination of digital analytics on the Town website and assess the effectiveness of digital media tactics, particularly paid advertising

Performance Reporting

  • Prepares reports on public relations activities with metrics including, media coverage, sentiment and audience engagement that demonstrate return on investment to the Strategic Management Team and Council
  • Uses results to inform the development of strategies and recommendations for continuous improvement

Leadership and Coaching

  • Responsible for attaining and maintaining a high level of employee engagement among direct reports
  • Holds self and employees to a high standard of professionalism and accountability
  • Establishes and maintains strong workflow management and ensures appropriate redundancies and back-ups are in place to maintain service in a fast-paced communications environment
  • Provides day-to-day support to divisional employees for problem solving and issue resolution

Crisis Communications

  • Performs the role of Deputy Public Information Officer and participates in an after-hours on-call rotating schedule to support the Town and its residents in the event of an emergency
  • Provides on-site media support for major events and emergencies


  • Post-secondary degree in Public Relations, Journalism or Communications
  • Accredited in Public Relations (APR) designation through the Canadian Public Relations Society preferred
  • Completion of Incident Management System (IMS) 100, 150 and 200 preferred
  • Membership in the Canadian Public Relations Society preferred
  • Membership in the International Association of Business Communicators preferred
  • Certificate in risk or crisis communications preferred
  • Minimum five (5) years progressively responsible experience in media and public relations
  • Minimum three (3) years’ experience advising staff in large public sector organizations or agency settings
  • Experience working in a public sector organization and/or a municipal setting
  • Proven experience working with senior leaders to develop and implement compelling corporate narratives that resonate with target audiences
  • Strong political acumen and demonstrated ability to work with governance bodies, including Council
  • Demonstrated experience proactively managing issues to advance the organization’s reputation
  • Expert knowledge of the changing media landscape and how to leverage traditional and non-traditional forms of media to advance corporate initiatives by reaching target audiences and delivering positive, compelling messages
  • Ability to build strong relationships with traditional and non-traditional media outlets, influencers and bloggers
  • Exceptional written and presentation skills, including working knowledge of Canadian Press (CP) Style
  • Strong knowledge of Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Personal Privacy Act (MFIPPA) and Canada’s Anti-Spam Legislation

Salary Range: $83,265 - $104,081
