Description

Reporting to the Manager, Traffic, this position is responsible for establishing and ensuring appropriate design and implementation of traffic requirements necessary to accommodate all land development and Capital Works Projects in order to maintain the operational integrity of the municipal transportation system; and ensures the safe and efficient design and operation of new land developments as it relates to transportation. 

Major Job Responsibilities

Review all development applications and capital road works projects to ensure compliance with transportation standards

  • Provides written comment for site plans from a traffic engineering perspective including access points, vehicular queuing storage, internal vehicular circulation, traffic calming/speed control, service/delivery vehicle accommodation, parking, traffic signage, pavement markings, and pedestrian, transit, bicycle and accessible facilities
  • Prepares traffic engineering comments coordinating with other departments and outside government agencies prior to approval
  • Ensures that Town interests are protected including future cost avoidance and complaints from existing landowners relating to new development
  • Reviews and approves all Traffic Control Plans (TCP’s) for new sub-divisions/capital road projects ensuring signage, pavement markings and cycling facilities are as per Ontario Traffic Manuals and Town standards
  • Reviews new subdivisions for maintenance/assumption and determines if any deficiencies must be completed as per the approved TCP’s prior to approval for sign off
  • Reviews and provides comment on Environmental Assessments from a transportation planning perspective

Participates in pre-consultation and/or site meetings prior to the submission of development applications

  • Provides detailed terms of reference to external agencies related to the preparation of transportation impact studies and parking justification studies
  • Determines requirements for land dedication for road widening, intersection daylighting and encroachments

Investigates and responds to complaints received through the planning department from the public or Council associated with either proposed development or transportation network improvements 

  • Provides written comments to Planning to be included in Technical reports to Council

Represents the Town of Milton on the following committees:

  • Smart Commute Halton Municipalities
  • Halton Active and Sustainable School Transportation (ASST) Hub
  • Halton Bike Month Advisory Committee

 

Education and Experience

  • Diploma in Transportation Engineering Technology from Community College
  • University degree in Urban and Regional Planning or related discipline is preferred
  • A minimum of three (3) years of experience in transportation planning, land development, and traffic impact analysis; preferably in a municipal environment
  • Five (5) years of experience in transportation planning, land development, and traffic impact analysis is preferred
    • Full membership and registration with Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (CET) or Candidate Member of Ontario Professional Planners Institute and eligible Member of the Canadian Institute of Planners
    • A thorough understanding of the municipal planning process, engineering standards, field-related resource materials (ITE, HCM, OTM and TAC manuals) and transportation software programs (microsimulation software such as Synchro, Sim Traffic and ARCADY)
    • Excellent communication and report writing skills for the preparation of reports to Municipal Council, and to interact with various internal departments as well as external agencies in a tactful and politically sensitive manner
    • Proven ability to interpret legislation, guidelines and technical data
    • Strong negotiating and problem solving skills
    • Ability to work well both independently and within a team

 

Salary Range: $77,249  - $96,561 (based on 35-hour work week)
