Description

The Development Services, Policy Planning and Urban Design division is accepting applications for one (1) regular full-time Senior Planner, Policy. Reporting to the Director, Planning Policy & Urban Design, this position is responsible for a broad range and complexity of policy planning projects, corporate studies/initiatives and the analysis and review of policy initiatives at all levels of government. Other responsibilities include providing planning policy advice and responding to inquiries from staff, Council, the public and the development community. The successful incumbent must be available to attend evening meetings.

 Key Responsibilities

  • Prepares reports and recommendations on various complex policy matters based upon the application of established Provincial, Regional and Town policies, sound planning principles and independent judgment for consideration by Council
  • Mentors and supports other staff of the Division on a daily basis
  • Facilitates community engagement in a positive and inclusive manner
  • Provides Official Plan interpretation and information relating to various policy projects to staff, Council, external agencies, the general public and the development industry
  • Performs a key role in the delivery of the Town’s new Official Plan.
  • Co-ordinates the Towns activities and plans regarding environmental initiatives, climate change adaptation/mitigation and sustainable development.
  • Prepares land use plans and policies, including consolidations, housekeeping and general amendments to the Town’s Official Plan, Secondary Plans and Comprehensive Zoning By-law
  • Monitors, evaluates and responds to emerging planning initiatives from all levels of government and  external agencies
  • Undertakes background research and analysis on land use, demographic, economic, environmental and development related issues; provides projections based on this analysis
  • Provides expert evidence at Ontario Land Tribunal Hearings and before other judicial and quasi-judicial bodies and presents reports and recommendations to Council and Committees
  • Provides guidance and advice to other planners and senior staff on complex policy proposals and development applications
  • Prepares terms of reference and  acts as a project lead for consultant studies and projects
  • Represents the Planning Policy and Urban Design Division in committees of inter-municipal planning studies
  • Monitors implementation of Official Plan and Secondary Plan policies
  • Complies with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health & Safety Act
  • Performs other duties as assigned in accordance with departmental priorities

Education and Experience

  • University degree in Urban and Regional Planning or a related discipline
  • 7 years’ of policy planning experience preferably in a municipal planning environment
  • Full membership in the Canadian Institute of Planners (CIP) and the Ontario Professional Planner Institute (OPPI)
  • Highly developed presentation skills and interpersonal skills, with the ability to communicate both verbally and in writing at all levels of the organization, and with elected officials and the public
  • In-depth knowledge of the Planning Act, Provincial Policies and Plans as well as current regulations and evolving planning policy trends
  • Ability to organize workload to meet multiple deadlines and adapt to changing priorities
  • Ability to draft clear, concise reports and planning documents
  • Strong negotiation, mediation, conflict resolution and public relations skills
  • Strong project management, research, analytical and problem solving skills
  • A valid Ontario Driver’s License with a driving record that demonstrates responsible/safe driving behavior as use of a personal vehicle is required.

Salary Range: $95,866 - $119,831
